NSA chief: Cybersecurity requires new clear rules

The U.S. needs clear rules of engagement in its cybersecurity efforts if it hopes to defend itself against "remote sabotage," says Gen. Keith Alexander, chief of the U.S. Cyber Command and head of the National Security Agency. The rules have to include strategies for peacetime and for wartime scenarios, he notes.
