U.N. official: Global emissions targets unlikely to be met by 2020

U.N.-sponsored negotiations are unlikely to significantly reduce global greenhouse-gas emissions by 2020, according to Yvo de Boer, the outgoing U.N. climate chief. Commitments made by industrialized countries amount to 13% to 14% in emissions reductions by 2020, which is below the 25% to 40% cuts that scientists said are needed, de Boer said.
