Why Tenn.'s energy-loan program works so well

Three years ago, Tennessee launched a program that lends money to businesses to make energy-efficient improvements to buildings and operations. The loans are structured so the business can repay via savings realized from the investment. The program has become a national model, largely because of its flexibility, says Clint Gwin, president of Pathway Lending, which administers the program.
