Universal preschool plan defeated in California

California voters on Tuesday rejected Proposition 82, a plan that would have taxed the wealthy to give all 4-year-olds in the state the right to preschool. One analyst says the 61% to 39% vote shows Californians want to expand and improve preschool, but in a more cost-effective manner.
