Roads could serve as rivers in flash floods, professor says

A British civil engineer recommends building roads to serve as emergency river beds in the case of flash flooding. Professor Richard Ashley from Sheffield University said the roadways would help overwhelmed drainage systems avoid flooding neighborhoods. "We need to open cities up and give the water somewhere to go," said Ashley. "One way is by turning roads into rivers."
