The Syracuse, N.Y., school district identifies a disproportionately large number of students for special education when compared with benchmark districts, a study shows. The study also shows that the district employs a notably larger number of teaching assistants -- more than twice the average per student than in the districts it was compared with. The analysis was commissioned by an education foundation to review the district's use of resources. The superintendent said the district has been working to reduce both numbers.
