Judge upholds constitutionality of local desegregation plan

A federal judge yesterday upheld Lynn, Mass., schools' voluntary desegregation plan, ruling that the program was "minimally intrusive." Tom Hutton, a lawyer for the National School Boards Association, said "local conditions vary, but a plan like Lynn's may be one good model for other districts."
