Agency disputes Alitalia's car seat policy

A Massachusetts travel agency is protesting Alitalia's refusals to allow a traveler to buy a separate seat for a toddler. The airline says the parents, who also are reportedly unhappy with the decision, should hold the 1-year-old child on their laps during a trans-Atlantic flight. The Federal Aviation Administration does not have the authority to make foreign airlines use child safety seats, a spokeswoman said.
