Analysis: More Indiana seniors win exit exam waivers

In Indiana last year, more than 3,300 seniors -- or 6% of all 12th-graders statewide -- who failed the exit exam still earned a diploma through waivers, the Indianapolis Star reports. No agency monitors whether high school principals are following state guidelines when they approve the exemptions.
