Audit: Oregon district's transfer program hurts neighborhood schools

Auditors have found Portland, Ore., schools' student transfer system to be confusing, error-prone and poorly monitored. Furthermore, they note, the program has hurt school diversity and weakened neighborhood schools. The district has agreed to conduct a full-scale review before the next round of transfer requests starts arriving in January.
