Planner reveals "secret" to obtaining federal funds

By spending $200,000 on a "solid study," the Pioneer Valley Planning Commission in Springfield, Mass., was able to get $70 million in federal funding for a $71 million rail project that will restore 50 miles of tracks. Tim Brennan, executive director of the planning commission, says the moral of the story is simple: To get federal funding, you need to start with a far-reaching study.
