South Dakota city moves to limit digital billboards

The Rapid City Council in South Dakota gave preliminary approval to citizen task force recommendations that would require businesses to take down two existing billboards for every one digital version they want to put up. The council still must approve the final ordinance that would write the changes into law. A 90-day moratorium on all new billboards in the city is set to expire Tuesday.
