Chicago proposes tax raises and layoffs to benefit schools

Chicago Public School chief Arne Duncan yesterday proposed a $4.8 billion budget that would increase the maximum property tax for the fifth year in a row. The $36 million that would be generated by the tax hike, as well as money generated by laying off 450 employees, would be put toward initiatives that would help the students, Duncan said.
