Backers of teacher peer reviews say they make the profession stronger

For the past 27 years, master teachers in Toledo, Ohio, have monitored and evaluated their colleagues' lesson preparation, teaching, disciplinary methods and professionalism. Those teachers deemed to be incompetent are terminated, and although the peer-review decisions can be overturned or appealed, few are.
