Judge: Ohio's move to raise driving-records fees is unconstitutional

An Ohio judge nullified a state measure that raised driving-records fees for trucking companies and insurance agents in an effort to generate more funds for homeland security and emergency medical services. The judge ruled that the increase violates the state's constitution because the money is intended for highway construction and safety.
