Pennsylvania considers changes to special-education funding

State lawmakers in Pennsylvania are considering a proposal to change the way the state funds special education from a flat percentage to a per-pupil system. The formula would be more similar to the way general education is funded and would benefit school districts that have more than 16% of students in special education -- the percentage at which funding is currently calculated.
