Report: CMS payment reforms must be quality-driven, flexible

A Commonwealth Fund report said a new CMS center that will develop payment models under the health reform law should adopt a flexible approach so programs continue only if they show quality, value and desired outcomes. The Center for Medicare and Medicaid Innovation will develop at least 18 reform models, including patient-centered medical homes and promotion of care coordination through salary-based payment.
