N.Y. city council plans to examine 911 system problems

The New York City Council, responding to technical failure and a four-minute delay in sending an ambulance to help a girl hit by a car, will hold a hearing on the city's 911 emergency system. Council Speaker Christine Quinn and other mayoral candidates say they want to find out whether the system, which has suffered many problems, is working properly.
