Pa. city council might see tough budget process

The Scranton, Pa., City Council could be facing a tough road to working out a 2014 budget, depending on whether the city meets certain goals through this year's budget, the recovery coordinator says. The city won't know the extent of challenges until it has closed out this year's budget and achieved a commuter tax and spending cuts for next year, but the city most likely won't face the "fiscal cliff" it did last year.
