Vt. city aldermen might close garage-sale loophole

The Rutland, Vt., Board of Aldermen will consider closing a loophole in a garage-sale ordinance after receiving complaints about repeated sales that take business away from stores that pay taxes. Under the ordinance, individuals and nonprofits are limited to four garage sales per year, but only if they are in a residential zone.
