YouTube co-founders Chad Hurley and Steve Chen are developing a Vine-style mobile video-recording application for the Chinese market through their startup Avos. The app is available only in Mandarin and, unlike Vine, isn't tied to Twitter, which is banned in China. The duo says Avos also is working on a content-creation app called MixBit, which is designed to simplify the user experience. That app is expected during the next couple of months.
