Calif. growers face big disparities on water bills

Growers in some parts of California's Central Valley have guaranteed access to affordable irrigation water, while their peers in other parts of the region are paying record-high prices as the drought lingers. Creating a free market for irrigation water would solve many of the state's agricultural water woes, some experts say, but growers with enough water are often reluctant to rock the boat.
