A shake-up in the enforcement division of the Securities and Exchange Commission that Chairwoman Mary Schapiro undertook in April was aimed at ensuring the regulator's survival. At the time, Schapiro reportedly said scrutiny by lawmakers meant "we need to demonstrate that we're going to make changes ... If we don't get serious about this process, we may cease to exist." The Obama administration said this week it would not eliminate the SEC.
