A lush acre of lawn with a stand of palm trees at one end and edges of benches, native plants and tall grasses planted several months ago near the downtown Los Angeles Police Department headquarters has become an expanse of dying, brown turf. The damage was caused by heavy equipment brought in to erect a tent for a Los Angeles Police Foundation fundraiser. Turf was gouged and sprinklers were damaged, officials say. Now, sides are arguing over who will pay for repairs.
