Town leaders in the Virginia cities of Richmond and Hampton Roads are fighting separate battles for a stake in the planned Richmond-to-Raleigh, N.C., high-speed rail corridor that could mean money and economic development for towns along the line. "Rather than bicker over scarce dollars, the two regions should be working together to boost state funding for rail," according to this editorial.
