Ala. county official pens ordinance forbidding wind projects

The director of Planning and Zoning Department in Baldwin County, Ala., has proposed an ordinance that would prohibit wind farms producing more than 50 kilowatts of energy. The measure would affect a wind project proposed by APEX Wind Energy, although the director said he also has drafted an ordinance that would allow for such projects. "It's a surprise to me that in an area that takes such pride in property rights the county government would take steps to prevent the rights of citizens who choose to participate in a project and draw the economic benefit of that participation," said Wade Barnes, a development manager for APEX.
