An estimated $1.1 billion spending program for projects at the Port of Los Angeles has been adopted by the Los Angeles Harbor Commission for fiscal year 2013-14. The budget includes $111.2 million for rail projects. "Capital improvements and improved efficiency are essential if we're to maximize cargo flow as well as maintain our position as the nation's no. 1 container port," said Harbor Commission President Cindy Miscikowski.
