NYC tests post-disaster housing units

In response to emergency housing shortages after Superstorm Sandy, the New York City Office of Emergency Management is testing prototypes for temporary urban housing units. The apartments can be constructed quickly in parking lots, and as many as four can be stacked on top of one another.
