EPA proposes controversial water transfer rule

The EPA has proposed a rule requiring that transfers of water from one body of water to another are not required to have National Pollutant Discharge Elimination System permits. Environmentalists oppose the rule, however, saying that since transfers involve the movement of pollutants, the Clean Water Act should apply.
