Group says education reform is a civil-rights issue

More than 50 years after Brown v. Board of Education, black and Hispanic students have not yet been afforded truly equal opportunity in public education, said several educators and policymakers who gathered Wednesday to call for major reforms. "To me this is not just an issue of school reform," said New York City schools chancellor Joel Klein. "It is a civil rights issue, the civil rights issue of our time."
