Time Warner Cable's Hobbs: Times are still tough

Time Warner Cable Chief Operating Officer Landell Hobbs said that the country's second-largest cable TV provider still was seeing a significant hesitancy to spend by consumers across all the company's revenue-generating units. "Consumer confidence is still at a low point. Foreclosures are still high," he said. "It's affecting all RGUs and all parts of the country."
