Small businesses struggle to pay off IRS tax bills

The Internal Revenue Service has been stepping up liens and levies on taxpayers with overdue bills just as the continued economic downturn takes its toll on small businesses, some of whom have fallen behind on tax payments. Banks in turn are reluctant to lend to firms with big tax bills, and liens make it difficult for businesses to qualify for loans, making paying off tax debts even harder.
