Small employers could get a break on payroll taxes

The Obama administration reportedly is considering a temporary payroll-tax cut to encourage small-business hiring. The idea is supported by many Republican lawmakers and small-business groups, and by Christina Romer, former chairman of the president's Council of Economic Advisers. "This tax cut would make hiring less expensive," Romer says.
