Government regulations slow small-business optimism

Optimism among small-business owners was up in May, according to the National Federation of Independent Business, but they are concerned about how health care reform's government regulations will affect their businesses. Dunkin' Donuts and Baskin-Robbins franchisee Seth Goldstein said he plans to create a health care plan for his employees, but he added he and other business owners are hesitant because the regulations for developing the plans are unclear and their effects on his businesses are unknown.
