Grow America, a four-year, $302 billion transportation legislation proposed by President Barack Obama would provide city and municipal governments with "greater local control" over infrastructure funding, writes Transportation Secretary Anthony Foxx. That comes about from "devolution," which would transfer responsibility from Congress to states and create block grants. Nearly two thirds of the country live in metro areas, but "only eight percent of core federal-aid highway funds are under local control," Foxx noted.
