Seattle reform group seeks "reading guarantee"

Seattle's Cross City Campaign for Urban School Reform has proposed creating a literacy program in the city's school system that would guarantee students could read at grade level. Under the plan, a districtwide literacy team would be installed and a literacy-instruction coach would be put in every middle and elementary school.
