The Senate procedural vote Thursday that rejected a resolution by Sen. Lisa Murkowski, R-Alaska, to block federal regulations on greenhouse-gas emissions may indicate how senators will vote on the climate-and-energy legislation by Sens. John Kerry, D-Mass., and Joe Lieberman, I-Conn., analysts said. However, Dylan Voorhees, an executive with the Natural Resources Council of Maine, says he believes it is "overly simplistic" to say the vote foreshadows any action on the comprehensive climate bill.
