Officials will debate swaps oversight and banks' capital rules

Regulators worldwide are starting to implement rules to prevent a repeat of the financial crisis, but inconsistency is clouding the reform outlook. This week, officials are set to discuss the amount of capital that banks should hold to protect against problems as well as rules covering the over-the-counter derivatives market.
