Tax cheating goes on despite IRS enforcement

Cheating on taxes is still widespread despite an IRS crackdown. If the agency's budget is cut, the problem will only worsen. Some of the common ways taxpayers cheat include overreporting refundable credits; hiding income, especially by small businesses; and identity theft.
