McCarthy: Carbon rule would promote energy efficiency, lower electricity bills

Environmental Protection Agency Administrator Gina McCarthy defended the agency's proposed carbon emissions rule, saying it would force power plants to be more efficient and would bring down electricity costs after 2030 without causing consumer bills to spike. McCarthy also said the rule would "help energy efficiency and renewable energy to get the kind of private investment ... [it has] deserved for a very long time."
