Pennsylvania districts protest cyberschool payments

In Pennsylvania, school districts must use local tax money and state funds to pay the tuition of students enrolled in cyberschools. Some districts are withholding their tuition payments in protest because they believe that if the state wants the virtual schools, it should pay the entire tuition.
