California governor sets November special election

Last night, Gov. Arnold Schwarzenegger announced the state would hold a special election on Nov. 8 so that voters could consider his proposals for balancing the state budget, redrawing legislative district lines and changing the way teachers get tenure. The teachers union sees the governor's plan to automatically limit state spending on schools as a threat to jobs.
