WTO talks progress slowly

Discussion of a new global trade pact is progressing slowly as the current round in Doha, Qatar, which began in 2001, tries to bring "greater international competition" to banking and health care services, as well as focusing on agriculture and manufacturing. Member nations have been slow to submit offers for opening up service sectors to foreign companies; a meeting has been scheduled for mid-December to settle differences.
