Green incentives planned for Howard County, Md.

Ken Ulman, county executive of Howard County, Md., plans to introduce a combination of tax breaks, governmental reforms and incentives designed to encourage private home builders to build green. Among the building ideas that could represent consideration for the environment could be eliminating traditional cul-de-sacs and instead building "T" configurations, officials said.
