Regulators approve Texas coal-fired plants despite pollution concerns

Despite recommendations from two judges that TXU Corp. be denied permits to build two coal-fired power plants in Texas due to environmental concerns, environmental regulators in the state have granted the firm permission for the plants. State hearing officers warned that pollution control equipment may not work as promised, but the Texas Commission on Environmental Quality approved an air permit for the two 800-megawatt units.
