IT spending must be rationalized -- in good and bad times

Many organizations lack a "sustainable practical environment" when it comes to their operation's infrastructure and only a "continuous rationalization" of IT spending can solve the problem, according to Mayiz Habbal, SVP of Securities and Investments for Celent. Habbal believes a paradigm shift is needed in the way "technology management is qualified to steer a technology organization."
