Calif. city mulls mandatory pet microchipping, spaying/neutering

A proposed ordinance in Riverside, Calif., would require mandatory spaying and neutering as well as microchipping of pets in the area. The measure, which is set to be discussed today by the City Council, also would limit the number of cats and dogs that unlicensed area pet owners could keep.
