Florida city's officials finalize complex sign ordinance

The City Council in Panama City Beach, Fla., agreed to allow large, moving signs along the city's beaches, where traffic moves more slowly, but not in other parts of the city. The compromise was the final piece of a comprehensive update of the city's sign ordinance, crafted to address the changes in signage since the last update more than a decade ago.
