Lawmaker doubts energy bill will contain emission caps

There are not enough Senate votes to include greenhouse-gas rules in a comprehensive energy bill, according to Sen. Byron Dorgan, D-N.D., a senior member of the Senate Energy and Natural Resources Committee. "I doubt very much whether those 60 votes exist right now," Dorgan said Tuesday. Meanwhile, Senate Minority Leader Mitch McConnell, R-Ky., urged the White House to focus on stopping the Gulf of Mexico oil spill rather than pushing for energy reform.
