Moorman: Washington's attitude toward rail is confusing

Norfolk Southern CEO Wick Moorman is keeping a wary eye on Washington and says that the attitude in Washington toward high-speed rail is bewildering. On the one hand, the Obama administration is touting the importance of improving the nation's rail networks. On the other, lawmakers are considering new, more stringent industry regulations. Still, Moorman has said the outlook remains "very bright."
